Eligible Training Provider List
The Workforce Innovation and Opportunity Act (WIOA) requires Training Providers to apply to the State Workforce Agency (NC Division of Workforce Solutions) and to be approved by at least one Local Workforce Development Board for eligibility to receive WIOA funds. The publicly accessible Statewide List of Eligible Training Providers includes all training programs that are currently approved by one or more boards. Training Providers must complete initial or continuing eligibility requirements in order to be added to or maintain their status on the list.

top ETPL in NC
As part of the WIOA legislation, states are required to maintain a list of Training Providers and Programs that are certified to receive students using WIOA funds. WIOA students are only permitted to use their Individual Training Account (ITA) funds in programs that appear on the Statewide ETPL.
All of the institutions and Programs that comprise the NC Statewide ETPL have been approved by a Local Workforce Development Board (WDB) in North Carolina. Each of NC's 23 WDBs make eligibility decisions regarding what Programs to certify for their area.
Inclusion on the ETPL, in itself, does not guarantee that WIOA funds are available for enrollment in an eligible offering. The availability of WIOA funding for enrollment is based on many factors including assessment of an Individual's employment needs. Individuals interested in determining if they qualify for WIOA training funding must contact a NCWorks Career Center.

top Getting on the ETPL
Training Providers who wish to enter or update available courses for use in the system must
register as a new Provider Representative . Once a new account request is approved, enter information about courses, including costs, schedules, credentials, etc. Providers can also request WIOA approval for specific courses.

WIOA allows any Registered Apprenticeship Employer to be on the states ETPL list. Each Employer in the Registered Apprenticeship in NC must
apply as a Provider to be added to be on the ETPL list.

top NC ETPL Pr erformance information
Based on requirements set forth by the US Department of Labor (USDOL), effective July 1, 2018, all training providers are required to collect and report performance data for re-certification of their programs. USDOL has stated that training providers must report performance data on all enrollees, not just the Workforce Innovation and Opportunity Act (WIOA) enrollees. However, North Carolina has requested and received a waiver for Program Years 2018 and 2019. This waiver allows training providers to only report on the WIOA enrollees. However, at this time, it is not known if this waiver will be granted in the future or if USDOL will change its requirements. Therefore, all training providers must be aware that in Program Year 2020, which begins 7/1/2020, performance data for all enrollees may be required to be reported by all providers.
For Program Years 2018 and 2019, performance information reported to USDOL will be extracted from NCWorks Online ( www.ncworks.gov ). Training providers will not have to submit performance data. The performance information submitted will be based on the performance categories listed below.
